My lawn is dry and unhappy

My lawn needs lots of loving because two years ago it was ripped apart by contractors working on a mammoth coastal protection scheme.  Before they dug it all up to pile underneath it was a lovely green lawn scattered with daisies which I love.  Now in spite of the fact that it was returfed it looks dry and unhappy and nothing I do seems to make it look like it did before!
